More one-to-one tuition could be available for pupils in the first years of their education following a new government pledge.
Schools secretary Ed Balls confirmed that key stage 1 pupils in need of extra support to help them gain ground in their knowledge of basic English and maths skills will from September 2011 be offered new levels of support.
The new guarantee will see schools writing to parents informing them what they can do to help their children and will also offer small group or individual tuition to help them reach the expected levels.
"Personal tuition must not be the preserve of those who can afford it - but must be available to all who need it," said Mr Balls, who added that while funding would be tight over the coming years, reducing inefficiencies will help to make this project affordable.
Mr Balls also noted that more efforts are being made to encourage children to love language from a young age, with money being invested in training language specialists.
