Education secretary Michael Gove has written to headteachers ahead of next week's planned strikes by members of the Association of Teachers and Lecturers (ATL) and the National Union of Teachers.
"In the current situation both the public and parents will expect all of us to put the interests of pupils first. My view is that we all have a strong moral duty to pupils and parents to keep schools open, and the government wants to help you achieve that," he said.
Mr Gove suggested that schools be flexible and consider changing the structure of the school day in order to avoid closure.
He added that senior management and support staff may be able to teach classes.
The strike on June 30th will be the first ever by members of the ATL.
ATL general secretary Dr Mary Bousted said the date was specially chosen to keep disruption to a minimum.
