The government has published a green paper detailing its plans for reforming the education and support available to children with special educational (SEN) needs.
Children's minister Sarah Teather said the government will address problems such as young people "falling between the gaps" in services and parents having to battle for the support they need.
"We have heard time and time again that parents are frustrated with endless delays to getting the help their child needs, and by being caught in the middle when local services don't work together," she commented.
"Parents and voluntary organisations have given us overwhelming examples where they have felt let down by local services."
Ms Teather added that money is being wasted at present, with some children growing out of equipment before it even arrives.
Approximately 21 per cent of schoolchildren in England are identified as having SEN. However, figures from the Department for Education show that just 2.7 per cent of youngsters have official SEN statements.
