Teaching jobs in state schools would be subject to the approval of parents under a Labour government, the schools secretary has confirmed.
The Party's education manifesto will include a pledge to allow parents to lobby local authorities to take over failing schools, replacing them with alternative education providers and high quality staff in teaching jobs.
Mr Balls told the BBC: "We're going to get our best schools in the state sector, colleges [and] universities to take over schools which aren't doing well.
"We're saying to parents if you want your school to change, you can say 'We want to change the leadership, we want a different direction, get in our best provider'."
The schools secretary also confirmed that a recent Ofsted report stating pupil achievement levels in maths and English have shown slow progress in the past few years is likely to lead to an end to the government's national strategies.
